"The Cloud" simply refers to the Internet. In network diagrams the Internet would typically be represented by an image of a Cloud. It's as simple as that.

A typical example of SaaS would be Microsoft Office 365, where your emails are directed to a server that Microsoft hosts. You then retrieve your emails direct from the Microsoft data centre. Microsoft then hold responsibility for your mail server infrastructure and provisioning. This lowers the Total Cost of Ownership (TCO) of your IT Infrastructure.
